Shanghai SECCO Petrochemical implements Intergraph's SmartPlant Enterprise

Posted: 21 June 2006

Leading Chinese petrochemical complex establishes China's first engineering data warehouse to support plant operations

Shanghai SECCO Petrochemical Company Limited (SECCO), operators of a global scale integrated petrochemical complex, and one of the largest such facilities in China, has commenced implementation of Intergraph’s SmartPlant Enterprise.

The system will provide critical data validation and integration capabilities for asset creation, maintenance and operations related work processes thus providing operational staff with immediate access to accurate information about the plant.

SECCO is joint venture company comprised of several of the world’s leading facility owner/operators, including BP East China Investment Company Limited, China Petroleum and Chemical Corporation (Sinopec Corp.) and Shanghai Petrochemical Company Limited (SPC).

The core of the total SmartPlant Enterprise solution at SECCO is SmartPlant Foundation, which is used to validate consolidate and manage information handed over to SECCO by the EPC contractors that designed and built the facilities.

It will be integrated with the intelligent engineering applications SmartPlant P&ID and SmartPlant Instrumentation, and SECCO’s plant maintenance system, SAP PM.

SmartPlant Enterprise manages the information of all plants on the complex to provide SECCO’s operations personnel with timely and accurate facility information in both Chinese and English languages.

“Intergraph's Smart Plant Enterprise solution will provide accurate and unambiguous information anytime, anywhere and to anyone who needs to make a decision about modifying, maintaining and operating the plant’s facilities in real time," said Paul Bowdler, production director, SECCO.

“SECCO is one of, if not the leading plant facility in China, particularly in its use of IT to improve operating performance of the facility. The SmartPlant Enterprise is a key component in our Asset Improvement Program at SECCO.”

The SmartPlant Enterprise Solution at SECCO involved provision of software and services from Intergraph’s China subsidiary.

This was significant in that not only is it the first data warehouse to be implemented in China, it is the first data warehouse or portal to be implemented by engineers from within China.

Intergraph China and SECCO established project teams led by an Intergraph China Project Manager to deliver this comprehensive solution on time and on budget.

Reflecting the local nature of this project, the SmartPlant Enterprise solution for SECCO operates either in Chinese or English.

“SECCO’s adoption of the SmartPlant Enterprise serves as further validation that more and more of the world’s leading facilities owner/operators are moving to our vision for an integrated engineering enterprise to provide operational support in the design, construction and operation of their facilities,” said Gerhard Sallinger, president of Intergraph’s Process, Power & Marine division.

“Managing the vast amount of plant information data, often handed over by Engineering Procurement Construction companies, is critical to the operational staff of any facility.”
